PCO licences explained - what are they and how to get one?

If you're considering a career as a taxi driver, minicab driver, or chauffeur in the UK, you'll need a PCO licence. Also known as a Private Hire Vehicle (PHV) Driver’s Licence, this permit is essential for anyone looking to drive on ride-hailing platforms like Uber, Bolt, or FREENOW. Transport for London (TfL) oversees the licensing process in the capital.


Eligibility Requirements for a PCO Licence

To apply for a PCO licence, you must meet the following criteria:

  • Age: You must be at least 21 years old, with no upper age limit.

  • Driving Experience: Hold a full DVLA, Northern Ireland, or other EEA state driving licence for at least three years.

  • Residency: Have the legal right to live and work in the UK.


Necessary Documents for Your Application

Prepare the following documents for your application:

  • Valid Passport

  • UK Driving Licence (with at least 3 years of experience)

  • National Insurance Number

  • Proof of Address (e.g., a bank statement or utility bill from the last 3 months)

  • Tax Check Code from HMRC to confirm your tax registration


Application Process Steps

  1. Topographical Skills Assessment: You'll need to pass a map-reading test administered by TfL.

  2. DBS Check: An enhanced criminal records check from the Disclosure and Barring Service is mandatory. From February 26, 2024, applicants must register with the DBS Update Service.

  3. Medical Check: Meet the DVLA Group 2 medical standards, which typically involves a medical examination by your GP.

  4. Speaking and Listening Assessment: This test assesses your communication skills through a 15-20 minute conversation.

  5. Safety, Equality, and Regulatory Understanding (SERU): Introduced in 2021, this assessment ensures you understand private hire regulations and safety policies. You can prepare using TfL’s online guide.

The typical costs for a PCO licence application are as follows (based on TfL’s guidelines):

  • DBS Disclosure Application: £52 (online) / £54 (paper)

  • Licence Application Fee: £124

  • Grant of Licence Fee: £186

  • Post Office® Check and Send: £7.15

  • Speaking and Listening Assessment: £36

  • Topographical Assessment: £36

  • SERU Assessment: £36

  • Medical Examination: Fee set by your GP

Licence Validity and Processing Time

Your PCO licence is valid for three years. While recent improvements have sped up the process, expect it to take 3-4 months for your application to be fully processed.
